Japanese Passport Certificate (Ryoken Shoji Shomei)

The Japanese Passport Certificate certifies that you hold a valid passport and is required by the Internal Revenue Service (IRS) for residents who do not have a Social Security Number (SSN) and need to obtain an Individual Taxpayer Identification Number (ITIN). The applicant must appear in person to apply.

Application by a Designated Person

Only household members within the same Family Registry (Koseki Tohon) or Zairyu Todoke can be a designated person. The following documents will additionally be required.

  1. The applicant and the designated person’s valid Japanese passport
  2. An original Family Registry (Koseki Tohon)
         ◦ All persons concerned must be on the Koseki Tohon. No required validity.
         ◦ If the applicant (e.g. a child) has a U.S. visa that has annotations with the designated person’s name next to the Primary Applicant (PA), a Koseki Tohon will not be necessary.
  3. A Letter of AuthorizationOpen a new window from the applicant (not required for minors)

Additional Information

  1. Processing time is 5 business days.
  2. This certificate is valid for 1 year. (If your passport validity is less than a year, the certificate will be valid for the length of your passport validity.)
  3. For those who live in our jurisdiction but in distant areas (farther than 100 miles), or if you have special circumstances and are unable to come in to apply, you may be eligible to apply by mailOpen a new window.  However, you must still come to our office to pick up your certificate.
